Presidential Candidates Face Off on Small Biz Questions

WASHINGTON, DC (Blue MauMau) — In an exclusive to the International Franchise Association's magazine Franchising World, Presidential candidates Barack Obama and John McCain outline their views on issues important to small business.

“This is a critical election for our country,” said Matthew Shay, the CEO and president of the IFA, a D.C.-based lobbyist group representing franchisor concerns. Such franchisor issues sometimes coincide with issues concerning franchisees and the small businesses community in general. “It is important that the franchise community know where the candidates stand on key issues important to the industry. We are pleased that both campaigns participated in this important exchange of information so that our members can make informed choices in November.”

Selected excerpts from the Franchising World article are below.

On ensuring that franchised businesses thrive:

McCain: “It is a terrible mistake to raise taxes during an economic downturn.  Under my [tax] plan, we will preserve the current low rates as they are, so businesses large and small can hire more people.  We will double the personal dependent exemption from $3,500 to $7,000 for American families.  We will offer every individual and family a large tax credit to buy their health care, so that their health insurance is theirs to keep even when they move or change jobs.  And we will lower the business tax rate, so American companies can open new  manufacturing plants and create more jobs in this country, instead of going overseas to flee the second-highest tax rate in the world.”

Obama: “I recognize that small businesses are an essential ingredient to economic growth and United States productivity. I will ensure that small businesses continue to thrive through several policy mechanisms. I will help small businesses raise capital by exempting investments in small and start-up businesses from all capital-gains taxes. I will cut taxes for corporations that create jobs in America.  I will provide a $500 “Making Work Pay” tax credit to almost every worker in America, which benefits self-employed small-business owners in particular who otherwise pay both the employee and the employer side of the payroll tax.  Third, I will help small businesses get the tools and the capital that they need to innovate and thrive. In the Senate, I cosponsored the bipartisan Small Business Lending Reauthorization and Improvements Act. This bill expands the U.S. Small Business Administration’s loan and micro-loan programs which provide start-up and long-term financing that small firms cannot receive through normal channels.”

On health insurance reform:

McCain: “My approach toward helping small businesses that cannot afford to provide their employees with health insurance is not to burden those small businesses, but to help their employees. I will build on the current system to provide American families with a $5,000 refundable tax credit ($2,500 for individuals) to purchase insurance that fits their unique needs.  I will work closely with states to create Guaranteed Access Plans that will ensure quality coverage to individuals who are otherwise unable to find coverage due to high premiums. GAPs will have reasonable limits on premiums and offer help for low-income Americans.” 

“I strongly oppose mandates on employers, especially 'play or pay' mandates forcing employers to provide employees with health insurance, which would lower wages and force employers to eliminate jobs. For example, Barack Obama’s plan would require a business with 20 employees who had families to incur roughly a quarter of a million dollars in health-insurance costs and would mandate what the terms of those health-insurance plans needed to be. He has since proposed a tax credit to try to offset these burdens, but even his own new proposal would only cover half the cost burden, would only apply as a tax credit, and would not ease the cash-flow burden of his plan on the business operator.”

Obama: “I will reduce the burden on small businesses in our economy by offering a new small-business health-tax credit to help small businesses provide quality health care to their employees. This small-business health tax credit will provide a refundable credit of up to 50 percent on premiums paid by small businesses on behalf of their employees.  This health-care reform plan also includes other initiatives to reduce health-care costs for small businesses. This plan creates a new national health insurance exchange to allow small businesses to buy low-cost, high-quality health plans for their employees.  This proposal will allow small businesses to take advantage of a larger shared-risk insurance pool, a priority that the IFA has been advocating for years.”

“My plan will also reimburse employer health plans for a portion of the catastrophic costs they incur above a threshold if they guarantee such savings are used to reduce the cost of workers’ premiums.  This reimbursement is particularly important for small-business plans, which can be overwhelmed by the costs of catastrophic expenditures for even a single employee. Finally, this plan also invests in aggressive cost reduction measures including the broad adoption of standards-based electronic health-information systems, and other value-increasing innovations improving chronic care management, and increasing insurance market” competition.

On immigration reform:

McCain: “I, and many other colleagues, twice attempted to pass comprehensive immigration legislation to fix our broken borders; ensure respect for the laws of this country; recognize the important economic contribution of immigrant laborers; apprehend those who came here illegally to commit crimes; and deal practically and humanely with those who came here, as my distant ancestors did, to build a better, safer life for their families, without excusing the fact they came here illegally or granting them privileges before those who have been waiting their turn outside the country.  I don't want to fail again to achieve comprehensive immigration reform.  As part of this reform, I will implement temporary-worker programs that will reflect the labor needs of the United States in both the high-tech and low-skilled sectors while protecting the employment opportunities for U.S. workers.  I also believe we must establish a user-friendly system employing a limited set of secure documents that contain biometric data and are electronically verifiable to check a worker’s identity. This system should be secure and provide responses to employer inquiries in a prompt and timely manner to provide both the employer and employee security in their hiring decisions.”

Obama: “I support comprehensive immigration reform that includes an earned path to citizenship for the undocumented.  As president, I will put comprehensive immigration reform back on the nation's agenda during my first year in office.  We must create an immigration system that strengthens our security while reaffirming our heritage as a nation of immigrants.  There are millions of people living in the shadows who would like to fully embrace our values and become full members of our democracy.  For the millions living here illegally but otherwise playing by the rules, we must encourage them to come out of hiding and get right with the law.  I support a system that requires undocumented immigrants who are in good standing to pay a fine, learn English, not commit crimes, and go to the back of the line for citizenship. After all those conditions are met, they would be granted the opportunity to stay in the United States.”

On estate taxes (taxes on the transfer of a deceased person's estate):

McCain: “Among my disagreements with Sen. Obama lies my concern over the estate tax, which he proposes to increase to a top rate of 45 percent. The estate tax is one of the most unfair tax laws on the books, and the first step to reform is to keep it predictable and keep it low. After a lifetime building up a business, and paying taxes on every dollar that business earns, that asset should not be subjected to a confiscatory tax.  I will hold the rate on the estate tax to 15 percent, with a $10 million dollar exemption per couple, so franchise owners can leave the product of a lifetime of labor and love to their children.”

Obama: “We should reform the estate tax in order to completely eliminate estate taxes for 99.7 percent of Americans.  To do so, I would freeze the estate tax at its 2009 level of $7 million per couple and index it to inflation after that.  The remaining 0.3 percent of estates–the 8,000 wealthiest estates in the country–would still be able to keep a portion of the Bush estate tax cut under my plan.  I will use the savings from avoiding outright repeal to help finance tax cuts for tens of millions of working families and small-business owners.”

I am sure there are many other zors

selling systems that don't work. All in the name of greed. People post your stories so many will be educated and not buy into the bad zors sales techniques.

I admit we were naive. It does not excuse the fact that many lies were told to us before we bought and many lies were told to us to keep us hanging on. Like OJ eventually they get what's coming to them. It takes time but the public will learn what's going on and bad zors will have a hell of a time selling their broken systems.

I have conversed with many zees. Not only the one we bought but from other's all over the country who have suffered beyond belief because of greed. I even talked to zees in Canada.

Sarah Palin was right. The mess caused in the housing market was because of unethical loan officers. I wonder if Sarah knows what's going on in the franchising world. I would love to talk to her about it. .It will be like the housing market is now. You won't be able give a franchise away. Work for nothing and work 50 to 80 hours a week and give your life savings and other investments to the zor. It is a no brainer.

I think Sarah Palin is direct in the way she talks.

I like the way she talked about bad loans out there is caused by bad loan officers in the name of greed. She also talks about fighting corruption in our government. Don't you think there is corruption in the world of franchising? All because of greed.

Do Diligence? Is that you - or someone typing on your behalf? Bad loan officers? Are you kidding me? This is the problem with this country, NOBODY takes accountability for their actions!

I've worked in the financial industry in a variety of postions over the past two decades, and I'm here to say as a prior loan officer, that I NEVER forced anyone to sign something they didn't want to sign. Nor did I failure to review the appropriate disclosures etc.

Bottom line - people do what they want to do and not what the should do. We are NOT entitled to a new car every three years, we are NOT entitled to new houses every five years.

Damn it, people need to be accountable for their actions, that is the problem, their is little to NO regulation of the franchise industry, finance industry and so on. No rules to anyone to follow and people complain about kids these days - whose example are they really following?

As for Palin, she is all talk - she is under investigation for corruption herself - and let's not forget that while that bridge to nowhere was truly a flipflop issue for her, she had NO problem greedily taking the money for her pork projects anyway - definitely not conseritive with Alaska representing more earmarks than any state in the nation with one of the lowest populations!

I never said all loan officers are bad

It is like in franchising not all are bad. I am a realtor and I can honestly say I never sold a house to someone I know could not afford it. It is the bad one's that give the industry a bad name. If you are a loan officer I have to believe you have heard of unethical loan officers. If you are a good loan officer than you shouldn't take offense. We need more people like you out there working with ethical business practices and I commend you for being one of the good ones. It is the unethical loan officers that caused this mess. Not to mention the unethical realtors and brokers.

You say, "Damn it, people need to be accountable for their actions." I will not take responsibility for the misrepresentations of bad zors. I have a whole box of proof of their lies to the public. Don't you think there should be something done so people will not get hurt?

That is why I believe site's like BMM are so important. It helps people get educated in what to do before they buy a franchise. I just stumbled onto BMM. It opened my eyes.

All I did was say I like what Palin had to say about fighting corruption. I believe there is good and bad in both parties. It took two weeks to pass the recent wall street bail out. I read that many of the Congressmen and Senators were more concerned about their jobs that is why they didn't pass the bill the first time around.

Where did you read she is under investigation for corruption? It sounds like the National Enquirer saying she has had affairs. She is from the middle class. I like her better than Hillary that is for sure.

It has always been said that the Republican Party is for the real rich. I have heard on the radio and read there are more wealthy Democrats as Republicans today. I also have read that the Republicans of today are more like Democrats when JFK was President.

We need to cut back in spending and stop throwing money away. I am not for socialism. I am against corruption in government and business. Like Solomon says there is corruption everywhere. Times have changed in the last twenty years. No one seems to trust anyone anymore. Whoever gets in office will have his hands full. I have never seen a President in my life time solve all our issues. It seems the Democrats get in office for eight years and everyone complains. The Republicans get in office for eight years and everyone complains. The big question is who will be in office? Will they add more to the national debt? Will they want another Viet Nam where many died in vain because we lost that war? I don't want another Viet Nam. I have nephews who fought in Operation Freedom. I also have a nephew in the Special Forces in Afganistan. This election will be very interesting. The guestion is not what color the person is. The guestion should be who will make the best President?

This is not political. If one of your subordinate officers tasers a 10-year old, you give him more than a slap on the wrist. Most supervisors would fire the officer, regardless of their political affiliation. Certainly if there is a union contract, your disciplinary options are limited, but they are not nonexistent.

In many respects the soft response of the supervisor is worse from a management standpoint than a rogue frontline employee.

I agree, it's not political

It's a family dispute. However, you don't use the power of your political office to resolve family quarrels. And how about her interference with the brother-in-law's disability claim? I agree that tasering a kid, even if he begged for it, and the device was set to the lowest setting, and no one got hurt, is wildly inappropriate. The Palin family thought it was a big laugh until they decided to use it as ammunition in the divorce case.

Chevrolet, you will see that greed and corruption are  as rampant amongst franchisees who cheat the public as they are among franchisors.

There is plenty of greed and corruption to go around - no scarcity anywhere you look - no matter what kind of business.

Not enforcing the rules contributed mightily to the melt down we are now enjoying in the financial markets - far worse in kind, quality, venality and impact than anything we saw in the Enron debacle.

Just yelling deregulation, without regard for the risks that do need to be regulated against has brought all these wonderful manifestations to pass - in franchising as elsewhere.--

I'm not sure I follow what you mean. There are just too many comments on this site. Which posting in particular discusses franchisee greed? (Please post the comment #, the URL, or link to it for clarity.)

After searching online, I found that some customers are complaining that their guarantee of "tires for life" from Bill Heard Chevrolet has evaporated with its demise. Is that what you mean by saying "greed and corruption are rampant amongst franchisees?"

Another article speaks about how Bill Heard's medical coverage to its employees dried up a few days before they went under. Is that specifically what you meant?

A Franchisees greed and corruption story

When a customer comes in to my store, I immediately begin my evil and corrupt plan by smiling at them, introducing myself, and telling them a joke or two. Then, as soon as they start feeling comfortable and at ease, I listen to their needs and begin the second part of my sinister plan by offering them some products for purchase off the multitude of my display shelves. Finally, after I have them succumbed to my sales pitches, the corrupt and unjustifiable greedy part in me kicks in as I listen to the symphony of the ringing cash register while taking their money from them and locking it in my cash drawer. :)

 

Yes...franchisee greed has rung amuck!  Unless of course there is a different type of corruption he refers to. That I don't know about.

I listened to her speak. We need real people running this country. She doesn't seem superficial at all. If she were homely would you like her? She seems very sincere about helping the middle class. She wants to stop excessive spending in government. She is concerned about leaving Irag with victory and not a white flag of surrender. She can't help being born with a good mind. Her looks is not the issue.

Sarah also mentioned fighting fat cats in Alaska and putting money back in the hands of the people. Isn't that the issue talking about CEO's making excessive bonus checks even after making bad decisions for their company. Corporate greed is our issue in the world of franchising. Corporations need to be stopped. She fought the oil corporations in Alaska. I taped her debate last week.. I like her more than the speaker of house. There is nothing superficial about Palin.

Wake up - It's 2008!

As an educated female business owner, wife and home-school mother of two interracial children, I find your remarks ignorant. You sound like the type of person I have warned my children to avoid at any expense.

Perhaps you are overcome with fear that the good ol' boy network won't be running this country anymore and are faced with the fact that being inept will no longer allow you to advance in life disguised in milky white skin!

It's time for change and I think you are dead wrong on the appeal of Obama to nation's of the world as evidenced by the tens of thousands who showed up in Germany to watch him speak. Think about it logically, (it seems logic is a struggle for your narrow mind)the regions of the world in most turmoil are those with people of color - not the milky white folks barging in and throwing their weight around to prove whose NOT boss! We don't need more of the same - we need change.

Also, I would recommend you see a therapist as it seems that you have enormous amounts of sexual tension as evidenced by your remarks about cross-dressing and self pleasure. Get ready folks. The cruelty, lying (home schooler running a successful business - kind of sounds like a Palin type which he/she hates), hateful rhetoric expressed in this comment is what I think we will be seeing a lot of come January if the Dem ticket takes the big seats. There's plenty of blame and disgust to go around, but give it a rest with the sarcasm and put-downs. We're all in this together.

Now, I'm not in the least bit thinking that the last eight years call for anything by 'real (?) change', and I do believe that change will come from the left, but I simply think it will be change so far in the other direction that it will tip the boat via violent rocking. Oh, I forgot, now that both parties have allowed the unworthy to get themselves in over their heads buying houses they can't afford, now doing what Biden suggests (paying down their principle) would not be a new direction, just a push over the edge in the current direction.

Give me a break with all this partisan BS. We are in a mess and it is Washington's fault (and ours for not paying attention). Let the ceiling fall. Then, maybe we can get to digging out before we leave total destruction for generations to come.

Am I sorry that I've set things up to ride out a storm? Not at all. Am I sorry that others have not? Not at all. I believe that the shakeout is coming and that's a GOOD thing. Sound economics is a basic instinct for logical people - it's time we became more logical people.

Hey Fuwa, I see you're taking direction from your idols with name calling and denigrating rather than discussing the issues. By the way, Obama didn't say that inflating your tires would SOLVE the energy problem, he said that doing so would increase your gas mileage. Can you argue with that? From the drivel you've been posting, I'm sure you can. Your heros are sinking faster than a manhole cover in a barrel of urine, because most people aren't as gullible as you and can see through the "Failin' Palen" and McBush crap. They don't want to adress the economy anymore. That's smart, seeing as it's the number one concern in the world right now. Instead, they're going negative. Here is where you go all wrong: from the starting point.

1) I am not a Republican and I will not be voting for John McCain
2) I am not a Democrat and I will not be voting for Barack Obama.

My issue is with the attacks against Sarah Palin. I have never met her, but any unbiased read (and I do not have a realistic horse in this race) shows her to be a individual of substance. The same cannot be said of Barack Obama. I have met Obama on three occasions in my life, and conversed with him on two of those occasions for a period of time. He is not a smart man – period. Being from Illinois I wanted to like him, I wanted to find substance there, but I found him wanting both on substance and intellect. Why anyone who conversed with Obama on anything other than television shows would believe he was an intellectual is beyond me. Less you think there is a political bias, I conversed with Bill Clinton on many occasions when he was Governor and he is/was of above average intelligence.

If you people want to vote for an apparition that never experienced anything that even remotely resembles a normal life go ahead and vote for Obama. And if you want to vote in a man who was horribly tortured, endured pain and mental anguish under sleep deprivation conditions to be commander and chief, while entertaining the fantasy that he can make a detached judgment about this nation’s defense, go right ahead and vote for McCain.

I will be casting my vote for the person I feel will represent the best long term interests of this country and it is not a doddering old fool who is on his last days nor a total buffoon who is nothing but media creation that preys on the fears and hopes of a stupefied general populace.

By consigning yourself to these two candidates you have made the choice to continue with the status quo and the dismantling of the greatest civilization in modern history. For those of you who think there is a staggering difference between these two major party candidates, you are simply deluding yourself. All we are talking about is degrees of exaggeration in the same whole body movement. Both candidates promote Government expansion at the expense of liberty and subjugation of your children to the yoke of coerced Government servitude.

As far as issues go, neither candidate has the knowledge to address the issues the populace wants addressed, nor is it their auspice to do so. The Executive branch is one of enumerated powers, and neither candidate has conveyed any allegiance to the spirit or intention of that office. McCain has demonstrated his disdain for the Constitution by his voting record. Obama has revealed his fundamental ignorance on the topic during his debates with Alan Keyes: Obama proudly proclaimed that he has taught Constitutional law and Keyes retorted that is was said that he did not know that which he professed to teach and then demonstrated beyond any reasonable doubt that Obama was ignorant on the topic.

So you can all go ahead and vote for your choice of two and continue to denigrate the one person in the race who was most likely to have walked among you in favor of three elitist who have no idea what it is to be one of the masses.

Some interesting points....however I have also talked to Obama and have a totally different take on the man. As do many, many other above average intelligent people. Maybe he just spoke over your head?

Guest, if you "have also talked to Obama", how could you have any take on the man at all, except for perhaps the way he looked upon you? Your statement means that you did all the talking.

Had you informed us that you had "spoken with" Obama, then I guess he would have said something in discussion and you could have formed an opinion.

It seems that everyone's a political intellect this season, but usage can define the rest of the speaker's intellectual assets.

 Well put. When I was in High School (many many years ago) a teacher told me in the not so distant future there would be a third party candidate people could vote for. His words were true, unfortunately the only one that seemed to take enough public notice was Ross Perot. With all the options we have out there on third party tickets, why don't we ever get them to the debates? People need to wake up and take notice.

It always puzzles me why.  I support third parties frequently.   I believe many 3rd parties do themselves a disservice by running candidates in high level races rather than at the grass roots.  I am of the opinion that the way to sway the major parties to pay you heed is to demonstrate that your party has the ability to vote en masse for a candidate and make a meaningful electoral difference.  Once that is established you can at least get concessions on issues that are of import to your party while you continue to build your party.  Eventually you should be able to hold some major offices.   

For various reasons I have ready access to many low to mid tier public figures, what is interesting is I have interviewed several aspiring third party founders and candidates and they all tend to concur with the aforementioned and then end up trying to run for a major office, in direct contradiction to the best practice they annunciated.

This later is a dichotomy I have never been able to fathom.  Perhaps it is but a peculiarity of human nature, but then I would think it would become known academically.  I ponder it often.   Perhaps it can simply be reduced to: ego?

For historical reasons, the basic framework set in the election of 1800 has survived. As such, in American politics the flaky ideas of 3d parties are discussed, refined, and ultimately the ideas which gain popular support end up being incorporated into one or both of the major party agendas.

In countries with proportional representation in the national legislature, the calculus is quite different, and Fuwa's tactic might work.

Even extremely popular Theodore Roosevelt could not win the presidency for another term in 1912 as a third party candidate when he formed the Progressive Party (The Bull Moose Party).

Roosevelt broke from the Republican party and Republican presidential incumbent Taft because of his deep conviction of vigorous government intervention to protect the people from what he perceived as selfish interests of big business influence and monopolies.

Democrat Woodrow Wilson won the election.

I love these attacks on Palin, often I see those issuing the attacks are men and woman who have failed marriages, have failed in their personal relations with others, or women who are serial baby murderers and sacrificed their own offspring’s life for expediency or career and now resent seeing the epitome of feminine directive issue forth in both an intellectually and physically appealing package.

My understanding of your political philosophy is that you are a libertarian. If so, I fail to see what attraction either McCain or Palin would hold for you.

Neither candidate are  intellectually strong on the notion of property rights.

And neither candidate shows any sophisticated understanding of the market, prerequisites for any intelligent libertarian prescription.

What am I missing here?

Fuwa, can you honestly say that you would be totally comfortable with Palin running the USA from the oval office should something happen to McCain? Just the thought of it makes me shiver in fear. Have you seen any of her interview with Couric? Did you actually listen to her answers, such as they were? Intellectually appealing? You have to be pulling our legs big time.

That's the first time I've heard anyone refer to Palin as "intellectually appealing".

Palin is a self proclaimed maverick, who's only issues are Pro-life, NRA, Oil Drilling, and now as an Obama Bashing attack dog.

Wikipedia definition: A maverick is an unbranded range animal, especially a motherless calf; it can also mean a person who thinks independently; a lone dissenter; a non-conformist or rebel.

Staffers cut-&-paste

Disappointing boilerplate written by low-level campaign staffers. Particularly with John McCain, one might have expected that his staff would have known enough to discuss his wife's history as a franchisee, as well as the Palin family franchise connection.

Of course, I doubt that the IFA would have probed them on matters such as why Palin's family is covered by strong legislation (PMPA ) while Cindy McCain is not. That is illogical, and regardless of which side of the fence you are on, it would have made for an interesting query.

And silence on the proposed ban on pre-dispute arbitration clauses . Once again, there is disagreement between zees and zors on this (guess which side IFA is on), not to mention that the proposed bill would have very wide impact on the general public.

Politicians don't want to say much of substance this close to Election Day. But that is no reason not to ask their campaign staff some new questions and not just rehash stuff that is already on their websites.

Candidates Face Off

Where is most of the candidate’s money come from? From all those who made the billions in this financial sector. The main source of these transgressions are the equity companies who have put millions of middle America's funds from retiring funds (401k) etc and then raped the companies for their personal gain from commissions and selling o f assets with no intention of repaying the middle Americas loans. Many of these Equity companies have bought hundreds of franchise companies I might add. Many of the guilty ones in this rip off who made the loans also didn't care about the pay off of the loans. Also the administrators earned millions from salaries and golden Para shoots. This rip off people among those owns the campaign people for both candidates. The government should move to attach all these millions in the accounts of these people who have illegally ripped of Middle Americans.
